E-911 BOARD OF COMMISSIONERS

April 20, 2021

Chairman Dewayne Goodwin called the meeting to order at 2:04 p.m. via online webinar meeting in the CullmanCounty E911 Administration Building located at 604 Seventh Avenue, SW,

Cullman, Alabama.

Roll was called to establish a quorum and members present were Dewayne Goodwin, Dana W. Phillips, Barry Slatton, Kenneth Nail, and Samuel Tucker. Also present were Gordon L. Sandlin, Administrative Director; Roger C. Humphrey, Administrative Advisor; Jackie Burnham, Administrative Assistant; Ryan Whisenhunt, Cullman EMS; and Roy W. Williams, Jr., Board Attorney. Chairman Dewayne Goodwin welcomed everyone to the meeting.

Review and approval of the minutes and expenses since March 2021 meeting. Sandlin reported no public petitions since the last meeting.

Board approved the purchase of a new server for the EMS map due to a lightning strike at that

location. Board also approved the purchase of an additional server to have on hand in the event of another occurrence.

During Telecommunicators Week, the Alabama 9-1-1 Board sent the Cullman office gift bags for the dispatchers.Cullman County ECD added a 9-1-1 t-shirt to the bag in appreciation of their service.

Humphrey attended via internet 911 Goes to Washington 2021. Sandlin and Humphrey briefed the Board on the recent bills introduced for legislation and other potential legislative issues. Humphrey attended the Alabama State 911 Board meeting March 17, 2021 via internet.

Sandlin gave an update of the wireless telephone 911 calls made in Cullman County in March 2021.

Sandlin reported that letters were sent to each agency authorizing Road Sign Allocations and five requests have been received and paid. Sandlin will research additional options to possibly extend the timeline for reimbursement.

Board approved an addendum to the AT&T agreement to provide an on-call dedicated technician to provide afterhours emergency support on PSAP equipment in Cullman County.

Sandlin reported that the Pictometry/Eagleview Flyover/Imagery is 100% complete.

Board approved a resolution for Cullman County 911 to offer Tier I benefits to Tier II employees now and in the future.Currently, the Board does not have any Tier II employees.

Sandlin reported that the installation of a fourth answering position at the City of Cullman Communication has been installed and is operating.

Sandlin reported that the Board’s map book is ready for printing. Board approved Alabama Web Press quote forprinting.

Board approved an additional licensing agreement for IP recording through Quality Recording Solutions for the new console equipment.

The NENA National Conference and Expo is scheduled for July 23-29, 2021 at the Greater Columbus ConventionCenter in Columbus, Ohio. Anyone planning to attend, contact Jackie.

The 93rd ACCA Conference is scheduled for August 24-26, 2021 at the Perdido Beach Resort in Orange Beach,Alabama and will be in person for County Commissioners only.

Sandlin reported that the 2021 APCO Annual Conference and Expo is August 15-18 in San Antonio, Texas. Anyoneplanning to attend, contact Jackie.

The Alabama Gulf Coast Conference at the Perdido Beach Resort in Orange Beach, Alabama is scheduled forOctober 10-13, 2021. Anyone planning to attend, contact Jackie.

Attorney Williams reported that there are no additional legal issues that will affect the E9-1-1 Board of Commissioners.

February 2021 financial reports were presented. March 2021 PSAPsummary report was presented.

Sandlin reported that Database Manager Donna Smithson has been working with Datamark and Alabama 9-1-1 Board for ANGEN.

The next regular Cullman County 911 Board meeting will be an in-person meeting at the 911 Business Office.
